Does it rain everyday in New York?

So new York city, the inner city, is roughly 5x the size of our whole city (Perth in western Australia). We are in a drought. But I was wondering, if you had 5x more rain than us, say, you'd be in drought too. I mean doesn't rain go per person? If there was no one living in our city wouldn't we not be in a drought?? So for New York to be a really lush place, doesn't that mean it would have to rain like everyday???
