Reparing rotted wood on rafter tail?

I have two rafter tails that have rotted. Can I just cut the rotted part and attach enough 2x4 and reattach using the metal brackets or do I need to cut farther down by removing roof shingles and sheathing. I guess I am loking at the easiest "right" way of doing it.
